Principles

  1. TNOR is an independent non profit public corporation incorporated in Texas established to collect, archive, and provide oil samples for the use of industry and academia.
  2. It shall have three levels of membership: company, academic, and individual.
  3. The collection of oils is an open collection available to all investigators for study.
  4. The corporation has a board of directors and officers that will be elected by vote of the members.
  5. An advisory committee composed of geochemists of participating universities, and oil and service companies will meet to discuss and vote on technical questions such as special requests for oils, budgets, and priority of projects.
  6. A physical storage facility will exist suitable for storage and handling of several thousand one pint or larger oil samples.
  7. A manager and warehouse staff will exist sufficient to receive, inventory, repackage, shelve, subsample and ship oil samples.
  8. Samples should be large enough when archived (about 1 pint, 470 ml.) that one ml subsamples can be provided to investigators upon request. When oil volume is reduced to a low level (perhaps 100 ml) no more would be provided without review and approval of the operating committee.
  9. Members shall have the right to 1 ml of any oil, as long as adequate amounts exist.
  10. Fees of membership will be established sufficient to fund the repository as a permanent facility.
  11. Information about the oils in storage shall be collected and provided to members. Acquisition of new oil samples from the US and world wide shall be pursued.

TNOR Duties to members

  1. Provide facility and personnel for receiving, handling, storing, and shipping oils. Be responsible for payment of costs of facility and personnel.
  2. Acquire oil samples with accompanying documentation, starting with the samples from NIPER (completed May 1998).
  3. Maintain inventory of oils and their properties in a relational database as well as retrieve and enter new data about individual oils samples as additional information is available.
  4. Prepare samples in a standardized manner for long term storage in a secure, accessible, climate controlled facility.
  5. Receive, store, and ship samples in an environmentally correct manner, and in compliance with fire department and Department of Transportation codes.
  6. Provide service of subsampling and shipping oils to members.
  7. Provide communication and service to subscribers.
  8. Provide accounting and arrangements to take in and disperse money.
  9. Monitor amounts of oils in storage, manage contracts.
  10. Actively pursue adding to the collection oils from U.S. and international oil fields and wells.

Membership Structure, Fees and Obligations

Corporate members will pay an entry fee of $5000 and a $500 a year maintenance fee for their membership. For this they have all the services as outlined above and the right to 1 ml subsample of all oils in the collection at $20.00 handling fee per sample. Information from analysis of the samples is entirely their own, with no obligation, other than to not provide subsamples of the oil to any other companies. Contract analysis by subcontractors is allowed where all unconsumed sample is returned.

Academic members will pay an entry fee of $1000 and a maintenance fee of $100 per year. For this they have all the rights above and have the right to 1 ml subsamples of 25 of the oils in the collection, per year, at a cost of $20.00 handling fee per sample. Samples in excess of that will be provided at $250 per sample. They have the obligation to provide TNOR with the analytical data from the samples and to provide copies of publications of their work.

They also have the obligation not to provide subsamples to others except where unconsumed oil is returned.

Individual members will pay a membership fee of $100 per year and will receive all information and mailings from TNOR and will have the right to receive up to five 1 ml samples per year at $20.00 shipping and handling charge for individual research, after the approval of the advisory committee.

All members accept the general principle that those who wish to study these oils will join TNOR. Cuts of samples should not be given, loaned, or otherwise distributed to nonmembers.

The repository now has on hand 1415 one pint (more or less) samples of oils from 27 countries. Of these 183 are from foreign countries and 1232 are from the U.S.A. In addition 200+ other samples await inventory.

These are the former NIPER Bureau of Mines collection which already have detailed distillation analysis completed and published.
